To read content from the EBSCO eBooks Collection offline, you will need to download the Thorium Reader App. This should only be downloaded onto personal devices and is currently only available for Windows, MacOS, Linux, iOS and iPadOS. An Android app is in production and will hopefully be avaliable soon.

You can download the app on up to 6 devices. When you first open the app and import a publication, you will need to enter a passphase; this is generated when you first download a title. If you forget the passphase, or need to download the title onto another device, you can generate a new passphase from the full-text download window of the eBook.
